JERUSALEM — Israel’s centrist Kadima Party led by Foreign Minister Tzipi Livni and the more conservative Likud Party led by Benjamin Netanyahu were locked in a tight battle for leadership early Wednesday that left unclear the shape of the next Israeli government.
